Action Time Algorithm Update

The action times report attempts to extract providers who hold on to medication longer than other providers. The report looks at three different sub-metrics:

1. First Touch - Last Touch: Time between a provider's first medication event on an event summary and that same provider's last medication event on the same event summary. Every provider on an event summary will get a First Touch - Last Touch action time.
2. First Dispense - First Admin: Time between the first dispense on an event summary and the first administration on the same event summary. The First Dispense - First Admin action time is solely attributed to the provider who performed the administration.
3. Last Admin - Last Waste: Time between the last administration on an event summary and the last waste on the same event summary. The First Dispense - First Admin action time is solely attributed to the provider who performs the waste event.

In the new version of the action times report outlier calculations put emphasis on how many unusually long action times a provider has. In essence, we are counting the number of unusually long action times produced by each provider. Longer action times will be given slightly more weight than short ones. This means we will now be emphasizing patterns in behavior.
