Disable re-reconciliation for manually closed event summaries

Re-reconciliation occurs when ControlCheck receives new data and/ or mappings are updated. This can lead to unexpected changes to manually closed Event Summaries (e.g., Closed - Reconciled and Closed - Unable to Reconcile), such as old events reappearing in the Open queue or events moving around and losing notes. To preserve app explainability & data consistency, this setting restricts re-reconciliation to Open Event Summaries to ensure closed summaries do not change.

By default, this setting is Disabled and will not impact customers

When setting is Enabled, ControlCheck will only re-reconcile Open Event Summaries and exclude manually closed event summaries
